This is the problem I get after I have installed b2evolution blog software! I have uninstalled and re-installed it and it is the same problem! Is it a problem with the permissions of the file?

it sounds like you need to chmod the files. if you do not no how to do it then i can do this for you for 10 x10points. but it may not fix it.
