I can almost guarantee that you'll be suspended for resource usage -- shared hosting (free or premium) simply can't handle the traffic. Maybe if you use a VPS and your application is horribly unsuccessful, but if you actually write an app that takes off, you're going to need at least a dedicated server. If you write the next Farmville, you're going to need a whole lot more; distributed servers (a cloud service) would be a minimum requirement.

You can host a small facebook app on free, but when it gets any bigger you will have to upgrade to premium.

A small facebook app should be fine as long as it stay within the resource usage limits.
Remember that the TOS prohibits script hosting, and that all on your account should be related to the website you have.

I think it is relevant to ask this question here.
If I upload a application using any API that requires me to download fresh content from other site on each HTTP request (For example in terms and conditions of youtube api, it is clearly mentioned that I can't cache the results retrieved from youtube).Then it can lead to high resource usage suspension?Or it will be counted as bandwidth used in my account.If it is counted as bandwidth consumed then what is the limit of bandwidth we can use on free hosting servers.

It could trigger the high-resource usage suspension depending how much ram and cpu and processing time it takes to get the results.
Bandwidth isn't something to worry about in this case though - you're on ad-free infinity. Bandwidth is unmetered; there's still a limit to what's actually available for the server itself, but you'd quite likely hit a High Resource Usage suspension before bandwidth would become an issue.
TOS breakers will be suspended regardless of race, creed, national origin, hair color, or favorite food. Thanks for your understanding!
